COLLECTIVE AGREEMENT BETWEEN THE ADMINISTRATION OF KARSHI STATE UNIVERSITY AND THE TRADE UNION COMMITTEE OF UNIVERSITY STAFF AND STUDENTS

A collective agreement for the period 2023-2025 has been concluded between the administration of Karshi State University and the trade union committee representing the university's staff and students. This agreement serves as an important regulatory document governing labor, socio-economic, and professional relations within the university.

The agreement has been developed in accordance with the legislation of the Republic of Uzbekistan, particularly the Labor Code and other relevant legal acts. Its main objective is to protect the rights and interests of university staff and students, improve working conditions, and promote social partnership.

The agreement covers the following key areas:

  • employment contracts and job security guarantees
  • working hours and rest periods
  • remuneration, compensation, and incentive systems
  • occupational safety and labor protection
  • social protection, insurance, and benefits
  • professional development and capacity building of employees
  • collective cooperation and trade union activities

In addition, the agreement contributes to strengthening the principles of transparency, fairness, and mutual cooperation within the university. It clearly defines the responsibilities of the employer, employees, and the trade union, aiming to ensure a stable and supportive social environment.

Equality, diversity, and inclusion

The University is committed to ensuring equal opportunities and fostering a fair, inclusive, and respectful environment for all employees and students. Discrimination based on age, sex, gender identity, gender reassignment, disability, nationality or ethnic origin, religion or belief, sexual orientation, marital or civil status, refugee or asylum seeker status, pregnancy and maternity is strictly prohibited.

The University shall ensure that equality, diversity, and inclusion principles are upheld across all areas of its activities.

Support for employees and students with disabilities

The University shall provide necessary support services and accessible conditions to ensure equal opportunities for employees and students with disabilities. These include, but are not limited to, accessible infrastructure (ramps and elevators), adapted classrooms, specialized learning materials, assistant and interpreter services, as well as psychological, academic, and social support.

Right to join trade unions

The University recognizes and respects the right of all employees to join trade unions. This right shall apply equally to all categories of staff, including women, early-career professionals, and international employees. The University shall maintain constructive engagement and social dialogue with trade unions.

Discrimination-free and safe workplace

The University strictly prohibits all forms of discrimination in the workplace. Employees and students shall not be subjected to discrimination based on sex, age, religion, nationality, disability, sexual orientation, or any other personal characteristic. Any cases of discrimination shall be addressed in accordance with internal regulations and applicable laws.

The University firmly rejects all forms of forced labour, modern slavery, human trafficking, and child labour. The University shall adhere to these principles in its operations and require the same standards from its partners, contractors, and service providers.

Third-party relations

The University shall ensure that employees' labour rights are protected when engaging with third-party organizations. Workers involved through outsourcing arrangements shall be guaranteed fair working conditions, equitable remuneration, occupational safety, and social protection.

Equal pay and gender monitoring

The University shall adhere to the principle of equal pay for work of equal value, regardless of gender. Preventing, identifying, and eliminating gender-based pay disparities shall be a key institutional priority.

The University shall conduct regular statistical analyses of employee remuneration to monitor gender pay equality. Where disparities are identified, appropriate corrective measures shall be implemented.

Grievance and complaint procedure

Employees shall have the right to submit formal complaints regarding labour rights, remuneration, working conditions, or other employment-related matters. The University shall maintain a transparent, fair, and confidential grievance mechanism.

Fundamental labour rights

The University recognizes and respects fundamental labour rights, including freedom of association, the right to collective bargaining, safe working conditions, and fair labour practices.

Equality, diversity, and inclusion structure

The University shall ensure a safe, respectful, and discrimination-free environment for all employees and students. Discrimination based on nationality, gender, religion, age, disability, or any other personal characteristic is strictly prohibited.

The University shall establish a dedicated committee or unit responsible for equality, diversity, and inclusion. This body shall develop policies, monitor implementation, conduct awareness activities, and organize training programs.

Support during pregnancy and maternity

The University shall implement policies to support women during pregnancy and maternity. This includes maternity leave, childcare leave, job protection guarantees, and, where necessary, flexible or adapted working conditions.
