ANTI-CORRUPTION POLICY AT KARSHI STATE UNIVERSITY

In accordance with Presidential Decree No. PF-5927 dated May 27, 2020, "On Measures to Further Improve the System of Combating Corruption in the Republic of Uzbekistan," and Instruction No. 22-2488 of the Head of the Presidential Administration of the Republic of Uzbekistan dated September 4, 2020, as well as the tasks outlined in the 2020-2021 "Roadmap" of the Ministry of Higher and Secondary Specialized Education aimed at combatting the shadow economy and preventing corruption, and Order No. 281, dated June 28, 2021, "On the Organization of the Implementation of the 'Corruption-Free Sphere' Project in the Higher Education System," the Compliance Control Department for Anti-Corruption Efforts was established at Karshi State University by Rector's Order on July 5, 2021.

The university promotes a holistic ethical organizational culture through a comprehensive anti-corruption policy framework and institutional governance mechanisms aimed at ensuring transparency, accountability, and integrity in all academic and administrative activities. The policy is implemented in accordance with national legislation and government initiatives designed to strengthen anti-corruption practices in the higher education system. To implement these measures, the university has established a dedicated Compliance control department for anti-corruption efforts that operates under the supervision of the Rector and coordinates anti-corruption initiatives across the institution. The department oversees compliance with anti-corruption laws and institutional regulations, identifies high-risk areas vulnerable to corruption, and develops preventive strategies to address systemic risks and eliminate the underlying causes of corrupt practices.

Operationally, the department monitors compliance with legal and institutional regulations, develops and implements preventive action plans, and facilitates the implementation of national initiatives such as the "Corruption-Free Sphere" project within the university. It prepares internal regulatory documents related to anti-corruption policies, identifies weaknesses in internal procedures, and proposes institutional reforms to strengthen transparency and accountability.

The department also considers complaints and reports related to corruption, including anonymous submissions, and maintains a registry of internal investigations concerning corruption-related incidents. It analyzes potential conflicts of interest in procurement and administrative processes and provides recommendations to ensure integrity and fairness in decision-making.

In addition, the university regularly organizes seminars, roundtables, conferences, and awareness campaigns to promote ethical values among academic staff, administrative personnel, and students. Surveys and analytical studies are conducted to assess corruption risks and evaluate the effectiveness of anti-corruption initiatives. The department cooperates with government institutions, civil society organizations, and partner institutions to strengthen oversight and promote transparency.

Through continuous monitoring, reporting, awareness activities, and institutional coordination, the university maintains a transparent governance structure and fosters an ethical academic environment that supports integrity, accountability, and responsible institutional culture.
